I can help with the latter to some degree, however, I don't have enough information to even begin to speculate as to the reasons for the latter. If you are trying to solve the latter issue, I can recommend trying to load the page in IE7's safe mode.
If it works, then the problem lies with an IE add-on installed on that machine. You'll need to selectively enable and disable each add-on to determine the actual culprit.
